Vapor barrier (in red) is not simply cut to fit the wall section.  It is continuous from basement to ceiling.  
(The next diagram shows vapor barrier strip being installed before floor joists are laid on sill.)

Notice how outer layer of extruded insulation overlaps inner layer at the wall/floor joint.

Notice that the wall overhangs the floor to accommodate the 4” of foundation insulation.
